Confusing Signage in Murfreesboro, TN

I don’t know what to say about this ghastly-looking road sign assembly, which I saw in Murfreesboro, Tennessee this past weekend. I want to think that the S appended to 70 refers to South but it does not.

    I believe this is the one at about 389 Old Fort Pkwy, Murfreesboro, TN 37129 heading east where it intersects with the New Nashville Hwy ?
